Political parties are a cornerstone of representative democracy and serve a function like no other institution. Democratic political parties contest and seek to win elections in order to manage government institutions.

They offer alternative public policy proposals which are shaped by citizens’ preferences. Through their choices of candidates and policies, they provide citizens with options for governance. They can strengthen national political institutions when they present these choices at elections and seek to mobilize citizens behind their visions of the national interest. While there are parties without democracy, there can be no democracy without political parties.
